HEAT oven to 375°F. Coat baking sheet with no-stick cooking spray.
WHISK pancake mix, sugar, cocoa powder, egg, milk and oil in a medium bowl until smooth. Drop batter by rounded tablespoonfuls, 2 inches apart, onto prepared baking sheet. Top with additional holiday sprinkles, if desired. Bake 6 to 8 minutes until toothpick inserted in center comes out clean. Remove to wire rack to cool completely.
BEAT butter, marshmallow creme, powdered sugar and peppermint extract in medium bowl with electric mixer on medium speed until light and fluffy, about 2 minutes. Spread 1 tablespoon filling on flat side of 12 pies. Top with remaining pies, rounded side up, to form whoopie pies.
