STEP ONE STIR together oil, sugar, garlic, sesame oil, pepper flakes and salt in a one gallon resealable plastic bag. Stir until sugar is dissolved.
STEP TWO ADD steaks, turning to coat. Marinate in refrigerator 1 hour, turning occasionally.
STEP THREE HEAT grill. Stir together cilantro, oil, lime juice, soy sauce, garlic, sesame oil and jalapeño in small bowl.
STEP FOUR REMOVE steaks from marinade; season with salt and pepper. Discard marinade.
STEP FIVE COOK steaks on medium-hot grill 3 to 4 minutes per side for medium rare or to desired doneness.
STEP SIX TOP each steak with sauce. Serve with remaining sauce on the side.
